P&A is an independent, statewide, nonprofit corporation that protects and advances the legal rights of people with disabilities. P&A investigates reports of abuse and neglect and advocates for disability rights in areas such as healthcare, education, employment and housing. P&A serves people of all ages and disabilities. Joy Jay is executive director of Mental Health America of South Carolina and serves as guardian for the inmates. MHASC has served the state of South Carolina since 1954 as a private, not for profit, 501(c)3 organization. MHASC provides a statewide presence with governmental agencies, developing policies that guide activities across the state, following legislation that will improve and expand mental health care in South Carolina, establishing local affiliates in counties not currently represented in our family and providing leadership, oversight, guidance and support to our local affiliates already in existence.

Dan Westbrook is a partner in the Columbia office of Nelson Mullins, where he practices in the areas of healthcare law and business litigation. Co-lead counsel along with partner Stuart Andrews, Mr. Westbrook argued at closing that the evidence presented at trial proved that SCDC's mental health system was constitutionally deficient in such areas as crisis intervention, solitary confinement, clinical staffing, record keeping, mental health screening, use of force, and medication administration. Mr. Westbrook further argued that SCDC knows of the deficiencies and has failed to correct them.
